Bolt in replacement part. Regulator / Rectifiers take a real beating over time, absorbing all the excess voltage from the stator. Eventually they wear out internally, and either stop the scooter from charging or allow it to over-charge. This can cause all sorts of issues, a stereotypical example is a scooter that constantly blows headlight and tail light bulbs.
